Meta tags belong in the head section, so this looks fine. The order doesn't matter, nor does it matter if other tags are inbetween two meta tags (like the title tag here). But one thing, you have <META HTTP-EQUIV="Content-Type" content="text/html; charset=utf-8"> and you have <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1"> You can have only one Content-Type meta tag. Just the second one will do.

<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">

You can have only one Content-Type meta tag. Just the second one will do.
