A US based website is not allowed to collect personal information from a kid younger than 13 without the consent of the kid's parents/parent/guardian/whoever is responsible for the kid. If the website does collect that information, the site is breaking the law... That's basically it.

Rarely do I ever post here, so maybe this is the start of more participation, Or maybe not at all Anyways, I wanted to show this pic I made last Saturday.
