little question: what does IE do with <blink> ?

Nothing. It's proprietary Netscape code, so the IE browser just ignores it as if it doesn't exist (which for IE, it doesn't). In fact, according to the W3C, blink should never have existed in the first place . . . it completely goes against accessibility guidelines to have text that blinks on and off without any method of shutting off the blinking. . . . :D
