You cant, well not without some kind of modifications. You can get websites that will do it for you though.

Go to the extensions option in the tools menu, select get extensions, and find the extension called Reloadevery. Install it, and then restart your browser. And volia. You have, in my opinion, the best extension for Firefox.

Not sure about email, but when you refresh an IF or IPB forum with something in an add reply box, it stays there.
