 There are many FTP programs to choose from. You should choose one that works best for you. Me? I use FlashFXP.

 I'm not really sure whats the best but I wouldn't go for CuteFTP.
Do you have firefox? There is a perfectly decent FTP with that now.

 Smart FTP is free. FireFTP is an extension for Firefox that is also free.

 I use FileZilla for most of my FTP needs. I also have FireFTP, which is a very nice extension that I use to supplement FileZilla. :)

 Depends on your price range and what exactly you need it for IMO.
As mentioned, SmartFTP is a very good freebie but WS_FTP is cool and lets you setup your own FTP server. Then you have CuteFTP, BulletFTP.......etc etc etc. Google is your friend :)
