LoL, what do you mean. It's easy to do a server.

"New Game"

Go to console and write Sv_lan 0.

Now people can see your server on the list and they might come in.

Could, but the only way to have it as a server and a normal computer would be through a partion. You would then have to have both sides of the partion open, and one constanantly running the internet, and process through it. It could be done, but it isn't worth the downsides.
