c++ programs -- need help; what they are exactly

Well, A few weeks ago I decided to learn c++. Now, I've pretty much got most of the most basic concepts(I'm slow and get bored easily lol) and I was just wondering about one thing.

I have a website, and to promote it, I want to create a downloadable program that acts as a client to the site that i'm a fansite of, runescape. It's a game.

So, I could easily create this with html on a webpage, making use of an iframe(just put the website in there.) but I was wondering how to make a downloadable program. Here comes the question: I can't figure out how to make menu's at the top, just like the ones on MSIE and all programs that are good(such as , on MSIE, a file menu then a edit menu thena view, favourites, tools, and help.)

Just wondering how this is done with c++, and if there is a DOM just like there is in most scripting languages such as JavaScript.
