my board seems to have died, the last person to post was some spammer claiming that the forum would be closed and i would be banned from it, and that was a month or so ago, so should i delete this board?

You should keep trying to revive it
That happened to my friend once, now his board has 400+ members, and 30,000+ posts

i think the spammer who has a dynamic IP address is out to stop me from reviving it, he keeps posting about the site being in violation of law and that tends to scare people away :(

A rather drastic way of losing him would be to:

1) Ban his IP (again)
2) Delete his account and ban his account name and e-mail
3) Rename the board and do not send out an e-mail notifying your members until the move is complete and he is completely gone (i.e. his accounts are no longer there), this prevents him from receiving the e-mail.

It might also be an idea to either enable admin validation or do not allow registration for a little while, just until you're sure he's gone.

as Jay said, follow the drastic mesaures.then, make sure if the spammer goes back, ban him and is Ip...again.

Also, always try to revive boards, you will never know...

And do a major revamp. Then, when you are sure no spammer is alive, Bulk e-mail them. Just make sure the spammer dosen't get the e-mail.
