 - advertising (where allowed)
- get on search engines
- affiliations can help sometimes
- make sure your board is presentable
- make sure your board has an attractive theme
- a unique theme is important too because if there's alot of boards with the same theme as yours, it won't be easy to bring people in.

That's all I can think of at the moment.
