Exactly. Normal cheats are simply codes created in the game, they are there on purpose. Something like 'unlock all characters by pressing this, this and this' is built into it while hacks use external cheating to abuse a glitch or something. Console games are usually built with codes and cheats placed in them (some don't) and I'm sure some online games do too but there is a major difference between cheats and hacks, and since hacks are usually against the games' TOS they are disallowed. I'd say supply cheats for offline games only, and probably non PC games too to lessen the risk. :/ The problem now is that lots of console games can be played online but again, console games are usually designed to have cheats in them because you can't really do hacks on an Xbox like you can a PC without taking it apart.
