Definitely invisionFree at the moment. Other clones like clDev are good, but won't have the lasting power that iF has in my opinion.

InvisionFree: Excellent for customization; good support; professional looking forum software; good execution times; no access to PHP coding, but various premade javascript hacks can enhance forums; no worries about PHP or SQL errors.

phpBB: Easily hacked; best template and skin customization; professional looking, but not like IF; access to PHP coding

IPB: Large file size; no longer free; customization similar to IF, except with more options; access to PHP coding.

Proboards: Awful skinning features; not as many features as other forum hosts/software; don't really like how they look either; no worries about PHP or SQL errors.

MyIkonboard: Hasn't been updated in years and I'm not sure if it's even around anymore.

Self-coded Boards: Maximum customization; as many features as the heart desires; maximum skinning and layout abilities; Access to PHP, SQL, HTML, CSS, etc.

Overall I'd say the best free forum host is InvisionFree, but nothing beats a message board system you've coded yourself.

All other hosts/software I didn't list beacause the one's above are the only ones I've used in the past. I will not comment on something I've never handled before.
