 Why is server 12 open when Server 11 is not full yet?

 Server 11 was full, and then registrations moved to server 7 just before server 12 was opened to deal with registrations before server 12 was bought.

 no. but since s12 was bought at a convention (I beleive) they got a better price/more things for it like more RAM {random_access[memory}, space, etc {not exactly sure though.)
