The page creation time has nothing to do with the speed of your connection or browser. It is entirely server dependent.

What does that number represent then?

The time it takes for the server to create the page (all the php processing). Not how long it takes to deliver the page to you.

No, it could speed up your browsing, as it usually takes longer that ~0.0499 seconds to download the actual page. I'm just pointing out that people who are basing the possible benefits from this config edit on the page creation time of these forums are wrong.
