Quote: By creating a board ("Service"), you agree to be bound by these terms and conditions at all times and to any changes made to these terms thereafter. You must be at least 13 years of age in order to create a board. Unauthorized underage users will therefore have their boards and accounts deleted without notice upon discovery. Does this include underage users who register at other boards as well?

The law applies whether or not you have COPPA enabled so they shouldn't register either way. The law says no site may gather/receive information from minors under the age of 13 without parental permission (explicit authorization).
