 No it COPPA is unjited states law that states people under 13 years of age aren't allowed to give personal infromation over the net.

this q may seem stupid, but what info are we collecting from minors requiring this? Some boards I can understand, but others don't even take emails from members

You never know what they will post.
The username could also be a real name.
You also have an email address from when they registered.
