 I think affiliates definately help, just as long as they're active.

I suggest that if you're just starting off that you avoid affiliating, at least until you know that you have a good amount of active members... otherwise your affiliates may attract your members and then you'll basically have to start searching for more ways to get more members.
Try to affiliate with forums that somewhat similar to yours.. but extremely alike, otherwise members won't join because it will seem redundant.
