There is a main option that will allow you to turn it off completely (without making any other changes) if you want.

You can export news from a forum that you use to post news. In our example, we have exported news from the InvisionFree Announcements forum. The posts that you see in the portal is the SAME as the first post from each topic in the forum that you mentioned to export from. The portal calls these "posts" articles. It's not ready for server2 boards and the news part hasn't set it up. You can't edit it, yet. What does a portal do? A portal is like a home page for your board. It has the recent first post of news and you can add links to it and search. That's what the portal does.
